CITY OF SELAH NOTICE OF DEVELOPMENT APPLICATION, ENVIRONMENTAL REVIEW, OPPORTUNITY TO PROVIDE COMMENT & NOTICE OF PUBLIC HEARING

SUBJECT:  Notice of Application and State Environmental Policy Act (SEPA) review for an Environmental Checklist application for a 42-lot subdivision of 37.65 acres, and additional Environmental Review for the future development of a nine lot Planned Development of 3.5 acres located in the vicinity of W. Goodlander, Lander, and Speyers Roads, Selah, WA  98942.

APPLICATION INFORMATION: File Numbers: PLP-2020-001, SEPA-2020-001, TCR-001-2020.

Project Description: On February 14, 2020, the City of Selah Planning Department received applications for a Preliminary Long Plat, State Environmental Policy Act Checklist, and Transportation Concurrency review from NCW Development, LLC – Stephanie Flowers.   The developer is proposing a Preliminary Long Plat to subdivide 37.65 acres into 42 single-family lots with proposed lot sizes range from 0.18 – .079 acres.  Additionally, the developer is also requesting Environmental Review for the future development of a nine lot Planned Development of 3.5 acres which is proposed as Phase 2 of the overall project (subdivision plans for the Planned Development are not being reviewed at this time).

Project Location:  Vicinity of W. Goodlander, Lander, and Speyers Roads, Selah, WA  98942.

Tax Parcel Numbers: 181435-22001, 181435-22002, & 181435-21015.

Project Applicant: NCW Development, LLC – Stephanie Flowers, P.O. Box 119, Wenatchee, WA  98807.

Determination of Complete Application: This application was determined complete for processing on February 17, 2020. The decision on this application will be made within one-hundred twenty days of the determination of complete application.

Approvals, Actions and Required Studies: Environmental Determination and approval of Preliminary Plat.

Environmental Review: The City of Selah is the lead agency for this proposal under the State Environmental Policy Act (SEPA). The City has reviewed the proposal for probable adverse environmental impacts and expects to issue a Determination of Nonsignificance (DNS). The process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposal. After all comments have been received and considered, a threshold determination will be made without an additional comment period. Comments received by 5:00 PM March 6, 2020, will be considered in making the determination. A copy will be sent to those who comment or may be obtained upon request. The determination will have specific appeal information and may be appealed within five business days of issuance.

Request for Written Comments on the Proposal:  Written comments concerning the proposed Preliminary Plat and Environmental Checklist will be accepted during the public comment period that ends at 5:00 p.m., on March 6, 2020. You may mail your comments to Selah Planning Department, 222 So. Open Record Public Hearing: These applications require that the City of Selah Hearing Examiner conduct an open record public hearing regarding the applicant’s Preliminary Long Plat. This public hearing has been scheduled for March 30, 2020, beginning at 10:00 a.m. in the Council Chambers, City Hall, 115 W. Naches Ave.  Any person desiring to express their views on this matter are invited to attend the public hearing or to submit their written comments to the above address. All interested persons may appear and provide testimony on the application. SMC 21.09.050, & SMC 10.06.040, are pertinent to the hearing procedure. At the conclusion of the public hearing, the Hearing Examiner will consider the matter and issue a recommendation to the City Council for approval, approval with conditions, or denial of the Preliminary Long Plat.  Application information including the SEPA environmental checklist and maps detailing the proposal are available during regular business hours at the Planning Department at 222 South Rushmore Road, Selah, Washington 98942. The staff report will be available approximately one week before the hearing. Contact the Planning Department with project, procedural or environmental questions.
