City of Selah Notice of Development Application, Adoption of Existing Environmental Document & Opportunity to Provide Comment

SUBJECT: Notice of Application, Adoption of Existing Environmental Document, and Opportunity to Provide Public Comment for a, seven-lot Planned Development, Preliminary Long Plat, and State Environmental Policy Act Checklist from NCW Development, LLC.

APPLICATION INFORMATION:

Project Description: On March 12, 2020, the City of Selah Planning Department received applications for a Planned Development, Preliminary Long Plat, and State Environmental Policy Act Checklist from NCW Development, LLC.  The developer is proposing to rezone the subject 3.57 acres of property to a Planned Development Overlay to facilitate the subdivision/Preliminary Long Plat of the property into seven lots of record and one open space tract.  The subdivision and planned development propose construction of seven single-family dwellings.  Proposed lot sizes range from 8,636 to 17,966 sq. ft. and 22,391 sq. ft. for the open-space lot.

Project Location:  Vicinity of W. Goodlander, Lander, and Speyers Roads, Selah, WA 98942.

Determination of Complete Application: This application was determined complete for processing on March 31, 2020. The decision on this application will be made within one-hundred twenty days of the determination of complete application.

Approvals, Actions and Required Studies: Rezone from Residential, Single Family (R-1) to Planned Development; Preliminary Plat; Development Plan and Program.

Request for Written Comments on the Proposal Written comments concerning the proposed Planned Development, Preliminary Plat will be accepted during the public comment period that ends at 5:00 p.m., on April 17, 2020. You may mail your comments to Selah Planning Department, 222 So. Rushmore Road, Selah, WA 98942, send them by fax to (509) 698-7372 or by e-mail to jeff.peters@selahwa.gov.  Reference File Numbers: PD-2020-001, PLP-2020-002, SEPA-2020-003, & TCA-2020-002 or “NCW Development, LLC” in your correspondence.

Open Record Public Hearing: The requested applications require both an open record public hearing and recommendation by the City of Selah Hearing Examiner, as well as a closed record public hearing by the City of Selah City Ccouncil.  Following completion of the above identified public comment period, the City of Selah will issue separate notices for the public hearings in accordance with SMC Title 21.

ENVIRONMENTAL REVIEW: ADOPTION OF EXISTING ENVIRONMENTAL DOCUMENT

The City of Selah is the lead agency for this proposal under the State Environmental Policy Act (SEPA). The City has reviewed the proposal for probable adverse environmental impacts and has determined that the following document meets the city’s environmental review standards and is therefore being adopted: Adoption for:  Mitigated Determination of Non-Significance

Description of adopted document:  Environmental Review of the subdivision of a 42-lot Preliminary Long Plat of 37.65 acres, and future development of a nine lot Planned Development of 3.5 acres, and Critical Area Review, which contains geologically hazardous areas.

Availability of adopted document:  The subject document is available to be read at the City of Selah Planning Department at 222 S. Rushmore Road, Selah, WA  98942 during business hours from 8:00 a.m. to 5:00 p.m. and on the City of Selah’s website. The City of Selah has identified and adopted this document as being appropriate for this proposal after independent review. The document meets our environmental review needs for the current proposal and will accompany the proposal to the decision maker. Responsible official: Donald C. Wayman.
