SUBJECT: Notice of Public Hearing for NCW Development, LLC – Hillside Estates Planned Development.

Project Description: On March 12, 2020, the City of Selah Planning Department received applications for a Planned Development, Preliminary Long Plat, and State Environmental Policy Act Checklist from NCW Development, LLC.  The developer is proposing to rezone the subject 3.57 acres of property to a Planned Development Overlay to facilitate the Subdivision/Preliminary Long Plat of the property into seven lots of record and one open space tract.  The subdivision and planned development propose construction of seven single-family dwellings.  Proposed lot sizes range from 8,636 to 17,966 sq. ft. and 22,391 sq. ft. for the open-space lot.

Determination of Complete Application: This application was determined complete for processing on March 31, 2020. The decision on this application will be made within one-hundred twenty days of the determination of complete application.

Approvals, Actions and Required Studies: Rezone from Residential, Single Family (R-1) to Planned Development; Preliminary Plat; Development Plan and Program.

COVID-19 Public Hearing Procedures/Changes: Applicant and adjoining property owners in accordance with the multiple proclamations by the Governor of the State of Washington,(in particular proclamation 20-28) guidance from the State Attorney General on the requirements of the Open Public Meetings Act, directives by the State Health Department and Yakima Health District regarding COVID-19, the City of Selah has determined that the Public Hearing for NCW Development, LLC will be conducted through electronic and telephonic means via Zoom.

Open Record Public Hearing: The above applications require that the City of Selah Hearing Examiner conduct an open record public hearing regarding the applicant’s Planned Development. This public hearing has been scheduled for May 19, 2020, beginning at 10:00 a.m. online using electronic and telephonic means via Zoom. Procedures for attendance of this public hearing will be provided on the City of Selah’s website one week prior to the hearing. Any person desiring to express their views on this matter are invited to attend the public hearing via Zoom, or to submit their written comments to the below address. All interested persons may provide testimony on the application. SMC 21.09.050, & SMC 10.06.040, are pertinent to the hearing procedure. At the conclusion of the public hearing, the Hearing Examiner will consider the matter and issue a recommendation to the City Council for approval, approval with conditions, or denial of the Preliminary Long Plat.  Application information including the SEPA environmental checklist and maps detailing the proposal are available during regular business hours at the Planning Department at 222 South Rushmore Road, Selah, Washington 98942.
